- North Harbor Street Vacations Overview Briefing. PORT OF SEATTLE ONLY VOTES: Request authorization for the Port of Seattle CEO to approve and executive the following five agreements: (1) A Master Easement Agreement between the Port and the City of Seattle (Seattle Public Utilities) for water, storm and sewer utility lines located within the to-be vacated portions of public right of way; (2) An Asset Transfer Agreement with the City of Seattle (Seattle Public Utilities) for transfer of ownership of sewer, water and storm drain facilities located on Harbor Island; (3) A Substitute Easement with CenturyLink adjusting the boundary of CTL’s easement to eliminate its encroachment upon a Port/SPU easement; (4) An amended easement with Kinder Morgan adjusting the legal description of Kinder Morgan’s easement on Terminal 18; (5) An Easement Agreement between the City and British Petroleum West Coast Products, LLC for property on the to-be vacated portions of 11th Avenue SW.

- DUAL VOTE: NWSA / PORT OF SEATTLE / PORT OF TACOMA VOTE: Terminal 5 Berth Modernization: (1) Request authorization and funding in the amount of $5,200,000 ($2,600,000 from each homeport) for planning, design and construction of railroad quiet zone, for a total authorized amount of $25,400,000. NWSA ONLY VOTES: (2) Execution of an agreement with City of Seattle to establish a railroad quiet zone near Terminal 5; (3) Execution of an agreement with City of Seattle for West Marginal Way SW street closure; (4) Execution of an agreement with Puget Sound Clean Air Agency to establish an Air Quality Management Program at Terminal 5 consistent with objectives established in City of Seattle shoreline land use permit; (5) Execution of an agreement with the Muckleshoot Tribe confirming commitments regarding construction activities related to Terminal 5; (6) Execution of an agreement with the Suquamish Tribe confirming commitments regarding construction activities related to Terminal 5;
