      2. Approval of the minutes August 5, 2025 Special Managing Member and Special Port of Seattle and Tacoma Commission Meetings.
      3. Approval of disbursements totaling $13,345,214.02 on checks 1576 through 1707 in the amount of $3,260,927.43 and electronic payments in the amount of $10,084,286.59 issued during the period of July 24, 2025 through August 21, 2025 certified by The Northwest Seaport Alliance (NWSA) Auditor.

Pierce County Terminal (PCT) Efficiency Project Fiscal Year 2024 Port Infrastructure Development Program (PIDP) Grant Approval - Request the Managing Members of The Northwest Seaport Alliance authorize the CEO or his delegate to execute Fiscal Year 2024 PIDP PCT Efficiency Project grant agreement No. 693JF72540031 for the award amount of $9,980,500 to fund the PCT Transfer Zone and PCT Reefer Racks and Plugs projects. Vessel Service Agreement Liberty Global Logistics LLC - Request the Managing Members of The Northwest Seaport Alliance authorize the CEO or his delegate to enter into a Vessel Service Agreement with Liberty Global Logistics LLC from September 4, 2025 through June 30, 2026 in substantially the same form as presented. Federal Highways Administration (FHWA) Reducing Truck Emissions at Port Facilities (RTEPF) Grant - Request that the Managing Members of The Northwest Seaport Alliance: (1) Authorize the CEO or his delegate to execute the “Advancing a Just & Equitable Transition to Zero-Emission Port Trucks in the Seattle-Tacoma Region” grant agreement, in substantially the same form as presented, accepting $16 million from the FHAWA’s RTEPF grant and to expend subject funds in support of the NWSA’s Zero Emission (ZE) Truck Incentive Program. (2) Authorize the CEO or his delegate to execute an amendment to Personal Services Agreement No. PA000000028 with CALSTART, increasing the contract amount by $1.3 million from RTEPF grant funds for a total authorized amount of $1.55 million, updating the scope to include third-party administration of the RTEPF program applications and outreach, and extending the term two years until December 31, 2029. (3) Provide project authorization in the amount of $400,000 from RTEPF grant funds, for a total authorized amount of $500,000 for the management of phase II of the Puget Sound Zero Emission Truck Collaborative.
